Program Description
Creating A Village (CAV) delivers a comprehensive, trauma-informed, and evidence-based approach to supporting families impacted by substance use disorders and involved with the Children’s Division. Through an integrated, multi-service model, CAV helps families access treatment services, mental health care, educational classes that strengthen the home environment, and essential community resources. A key focus is on building strong, sustainable support systems. By delivering these intensive, wraparound services directly in the family's home and community, CAV aims to shorten the time children spend in out-of-home care—or prevent removal altogether—by promoting safety, stability, and lasting family well-being. Target Population Families living in the target service areas who are pregnant or have children (infant-18 years old) who are at risk of being placed in out-of-home care or have been placed in out-of-home care due to a caregiver struggling with substance use or dual diagnosis concerns.
